I wonder if the commentators fretting about the growth in the numbers of planners per dwelling would like to go back to the 1950s when suburbanization was often little more than informal settlement? High quality cities need high quality design, requiring skilled professionals.
During the 1950s 1/3 of suburban houses constructed in Australia were owner-built (Greig 1997). Here's Allport's (1987) depiction of the process. Much of planning strategy and regulation since that era has aimed to avoid the informality and infrastructure deficits of that model.
