Our new @apsrjournal is out! We study whether policy and congresspeople are more responsive to White Americans than racial minorities, matching individual level opinion to policy outcomes and roll call votes on 134 issues using 500K survey responses from 2016-2022. 1/n

Counterintuitively, Black Americans receive worse representation relative to Whites when Black Americans make up a larger share of a state pop., suggesting racial threat matters. Indeed, we find average, local White racial resentment strongly predicts representation gaps. 4/4

These patterns hold when we control for income, age, ideology, and PID. In other words, Republicans represent White Republicans better than Republicans of color. Analyzing legislators’ behavior, we find similar patterns and more... 3/n

Perhaps surprisingly, we find limited gaps on aggregate. However, we find large gaps by partisan control. When Republicans govern, White Americans get what they want on policy more than racial minorities. But Democrats governed for longer during this period. 2/n

In my experience, the median Latino VOTER has populist economic & socially conservative views, distrusts political elites, lacks deep psychological attachment to either party, and has only a soft pan-ethnic identity. Given all this, the swing towards Trump is not surprising.

Until Democrats don't fix their housing problem, they will suffer in elections. Dem states' terrible housing policies increase COL, lead to homelessness, facilitate attacks on immigrants, promote segregation, costs them EC votes, etc.@GavinNewsom and co. need to get serious.
This is a massive indictment of blue state cities. You cannot call yourself a city who cares about the lower and middle class when you can’t even provide homes for them to live in. Instead, they actively prevent those homes from being built through webs of red-tape and zoning.

Why? 3) Parties pass (block) policies popular (unpopular) w/ their base (vs. swing groups). 4) Small, loyal groups may gain representation this way. 5) This provides limited support for group capture or median voter theories and support for theories of coalitional politics. 6/6

Takeaways: 1) Some smaller groups (Asian and Muslim Americans) lose on salient policy issues a bit more on aggregate, while powerful groups (men and older Americans) win more. 2) Yet, policy responsiveness gaps are more limited than previously perceived, but w/ big swings. 5/n

Party leaders advance the interests of their core constituents through both negative agenda control (no floor votes on bills unpopular w/ base) and pushing forward policies popular w/ base while mostly ignoring the preferences of voters seen as part of the opposing coalition. 4/n

This evidence works against median voter and group capture theories. When passing (blocking) policies, parties represent their core constituencies best, not swing groups. Reps' narrower coalition may make representation of core voters easier and more responsive to ideologues. 3/n
