Scotland’s GERS “deficit” = £26.1bn? UK’s ACTUAL deficit = £136.5bn (2023-24 OBR). Example: Scotland = 8.2% of UK pop. 8.2% of £136.5bn = £11.2bn. So how is “Scotland’s share” £26.1bn? → Because GERS allocates 100% of spending in Scotland — but not full tax/borrowing powers.
