According to @MikeMachariaSST this was his idea and it started long time ago, during Kibaki's time. He presented the idea at Connected Kenya, cabinet approved in 2013 and Muthaura took it on but he ended up at the Hague.
The Huduma Number project was the idea of Mercy Kimani and Lorraine Akinyi Ouma, Naivasha Girls Students. They presented the project at KICC in the presence of former ICT CS Joe Mucheru. Months later, government enrolled the Huduma Number project. The owners of the idea never.
