New paper with @danmeuse for SHVS on how states might think about health policy in light of the American Rescue Plan’s broad-based premium tax credit expansion, which is effective in 2021 and 2022. A #thread. 1/.

There's a clear error in the @turbotax @TeamTurboTax Q&A on HSAs and HDHPs. Many complaints on the support page going back years. Still broken. In short, it says you have a gap in HDHP coverage when you don't. Can bypass by answering incorrectly. But not sure why TT doesn't fix.

Good advice⬇️. And there's a 2nd rule to be aware of: being eligible for COBRA never blocks former employees from getting Obamacare financial assistance. So if you lose a job, go to the Marketplace first and check your options.

To: Tech workers getting laid off. I'm sorry. COBRA may be a good option for health insurance. But, it's worth looking at Obamacare, too. It may be less expensive, especially if you're younger. And, it's not always easy to switch from COBRA later.

This could also be a great gig for my friends in #HealthTwitter. OTA also does some of the most consequential health policy modeling, like for 1332 waivers. And they have data that no one else does, like 1095s and 1040-reported income.

Grateful and impressed by the hard work and vision of @GovofCO @DORAColorado @C4HCO @HHSGov and @USTreasury to get this across the finish line. A model for the nation in bending the cost curve and deploying the savings to expand coverage. Cc: @HeatherHHoward @danmeuse.

Today, @HHSGov approved Colorado's 1332 State Innovation Waiver. This allows CO to create the Colorado Option, a state-specific health plan that will lower premiums and ensure greater access to health care for nearly 10k Coloradans starting in 2023.

Taken together with the mandate link and the ACA’s coverage goals, these arguments lead my co-authors and me to conclude the 2013 rule was incorrect, while the proposed reg is faithful to the ACA’s plain language, statutory construction, and legislative intent. /end.
