Our study compares EU countries, not to rank them globally, but to guide EU policymakers in addressing national pressures. A low ranking in the assessment doesn't imply a minor contribution to global challenges influenced by collective action, e.g., the ocean carbon sink.

Our analysis distinguishes between weak & strong sustainability. Strong requires balanced progress across economic & ecological dimensions. Weak sustainability allows trade-offs, where gains in one area can offset deficits in another. See un-balanced France vs balanced Germany.

Fishing sustainability indicators show mixed results. While there were improvements in fishing mortality (FMSY/F), biomass levels (B/BMSY) have yet to reflect these changes, suggesting a delayed effect from previous overfishing.

Estonia achieved the highest scores, showing balanced development across all targets. In contrast, countries like France and Sweden displayed uneven performance, excelling in some areas but falling short in others. The Netherlands had the weakest overall performance.

Results show uneven progress toward sustainable marine development within the EU. Seven countries demonstrated development under both strong and weak sustainability frameworks, while seven others progressed under weak sustainability only. One country made no progress in either.
