You don't always need expensive flight tests or wind tunnels. These NASA venus probes (most likely for Pioneer Venus Multiprobe) were tested in the VAB. I could not find much information on this topic but I would be interested in knowing if this happened more often.

Pioneer Venus orbiter probe, launched OTD in 1978, begins a 7-month trip to the veiled planet to conduct a 14-year science programme. Three months later the Pioneer Venus multiprobe mission leaves Earth and also arrives at Venus in December 1978.

Pioneer Venus Multiprobe was a mission to investigate Venus in the late 70s. It’s atmospheric payload consisted of four probes, with only the largest having a parachute. Despite not being designed to do so, one of the small probes survived surface impact

In the early 80s, the Pioneer Venus Multiprobe mission detected small, bacteria-sized particles in the atmosphere as it descended. These particles are not spherical in shape, so they are not liquid droplets, but solid.

Venus is probably the best astrobiology target in the solar system. Not because it’s the most likely - that’s Europa - but because it’s more accessible and would allow for cheaper probes. A balloon that lives for ~1 year doing astrobiology studies would be cheap, and sufficient

The Pioneer Venus Multiprobe entered the atmosphere of Venus #OTD in 1978. It was made of 5 separate probes: the probe transporter (aka the Bus), a large atmospheric entry probe (aka Sounder), and three small probes, which sent data to Earth as they descended toward the surface.
