I doubt very much he is being prosecuted under the Human Rights Act; more likely under one of the various statutes that rightly seek to protect other road users from reckless and dangerous cycling. Naturally he thinks this is an outrage.
I recently got stopped & ticketed by the City of London Police for, & I kid you not, “cycling no handed”. Even though it’s clearly not an offence, the officer said they were ticketing me under the Human Rights Act as I was infringing other people’s Article 2 ‘Right to Life’, in

Any sensible inquiry into the size of the Lords needs to ask: what does it do? is it worth doing? how many full-time equivalent peers do you need to do it? and, if you don’t want full-time peers, how many part-timers do you need to produce that FTE number?.
I just don’t see why it would be such a bad thing to have a House of 1,500 peers. The engaged ones will turn up to speak/vote, others won’t, you’ve a larger pool of talent and expertise, & a lot of work can be done through committees. Keep the hereditaries, don’t cap numbers 👍🇬🇧.
