There is no suggestion that this major tax reform was discussed when O’Leary and Donohoe met for a “social dinner” in February 2022. But the idea that they had no business to discuss because Donohoe was not Transport Minister is laughable. (7/7) @JackHoJo

Talks have since stalled. In September, it was reported that the Hungarian presidency of the European Council was proposing to scrap the jet fuel tax to get the rest of the ETD reform moving again. (6/7)

Between 2022 and 2024, the proposal was significantly weakened by reluctant member states and the draft eventually contained an exemption for flights to and from island member states (Ireland, Malta, Cyprus). (5/7)

Back in 2019, then-Taoiseach Leo Varadkar was reportedly in favour of taxing jet fuel. But Donohoe told the Oireachtas in December 2022 that he had “significant concerns” about the proposal – echoing O’Leary’s remarks about the impacts on island economies like Ireland. (4/7)

This didn’t go down well with Ryanair, which warned in its 2022 Annual Report that fuel tax “could have a material adverse effect on [its] financial results”. O’Leary himself argued that peripheral economies have no alternative but to fly. (3/7).

Unlike drivers, airlines don’t pay tax on the fuel they burn. Kerosene for aviation is exempt under the Energy Taxation Directive (ETD). In 2021, the EU Commission put forward a proposal to revise the ETD and lift the exemption on jet fuel. (2/7).
