In @NYDNOpinions today, @NormOrnstein and I endeavor to cut through the noise and explain how and why @NYCMayor is working to secure treatment for unsheltered New Yorkers in psychiatric crisis.

I actually find the reflexive opposition to this more understandable than I do when it comes to involuntary treatment of SMI. I myself had to be convinced that there is a role for it. If given the chance, I think we could do something worthwhile in NYC and convert some skeptics.

Props to @TandyLau1995 of @NYAmNews for the most thorough, balanced, accurate + informative reporting I've seen on @NYCMayor's proposal to authorize involuntary hospital care for addiction.

IOW, the point of the amendment is NOT to give NYC removal authority it currently lacks. It’s to clarify for hospital docs making admissions decisions + judges hearing patient challenges that a person whose mental illness has led to extreme self-neglect needs hospital care. 4/4.

Typically that person is suffering from addiction alone, not SMI, + doesn’t want help. And yes, It’s horribly sad to see. But keep in mind that the law amendment we + Gov Hochul are pushing for would NOT extend removal to people who don’t exhibit appearance of mental illness. 3/4.

I suspect this outreach worker (who I’ll reach out to when I’m back from vacation next week) knows the law + policy but was talking about the many people we see in deplorable physical condition who don’t qualify for removal because they don’t exhibit mental illness symptoms. 2/4.

Appreciate Henry's incisive coverage as always. But must clarify that under @NYCMayor, we interpret the current vaguely-worded statute to *ALLOW* hospital removals of ppl exhibiting mental illness symptoms + inability to care for self. Our SCOUT + PATH teams do it every day. 1/4.

Was just speaking with an outreach worker who goes in the subways every day to interact with the mentally ill homeless. He says there is at least one person every day he encounters who desperately needs involuntary commitment because they just cannot take care of themselves.
