I continue the examination of the strange conclusions reached by the Constitutional Court in Fox Odoi & Ors v AG & Ors, on the right of public participation in legislative processes.
I was born in Buganda.
Have lived here most of my adult life.
Raised a family here.
Pursued a livelihood here.
I would be a fool to be ungrateful to my hosts, and to my home.
In more ways than one, ndi Musajja wa Kabaka.

Let me be clear.
Academic freedom is a right specially protected under Article 29 (1)(b) of the 1995 Constitution.
It deserves - and will receive - jealous protection.

v Attorney General), which challenged the appointment of 16 High Court Judges in acting capacity.

As a young child I witnessed my father, Dr Ijuka Kabumba (now deceased), go through the same pain at the hands of vultures intent on devouring the National Insurance Corporation (a parastatal at the time).
I swore then to avoid public service.
I am seldom surprised.
But this award has surprised and deeply touched me in more ways than I can describe. 🥺

It is a veritable SCANDAL that this man does not sit on the Supreme Court of Uganda.

During my 4th year at law school, I got a very brief research assignment from

. Despite some protest on my part, he insisted that I be paid for my time. I doubt I had anything serious to offer at that stage, but I learned more from that gesture than I ever did from work.

to do the right thing and commit to GENUINE dialogue aimed at REAL policy review. After today, we shall enter a new phase of this important struggle.
The silence (silencing) of

is as loud as, if not louder, than his speech.
I think in this regard of Luke 19:40: ‘But Jesus answered, “If they keep quiet, these stones will start shouting.”’
If good people like Spire are silenced, ‘stones’ (or bullets) may ‘shout’.
I’m aware of evil plans aimed at me. Well, I’ve made my humble contribution. I hope this country traces its soul. I hope a time comes when we ask ourselves: Is this the best we can be? I leave now, but: SILENCE ALL ALARM BIRDS, SNAKES WILL COME IN SILENCE.

column for the coming week, I am referring to a book written in 1973 by Grace Ibingira - working with a copy purchased by my late father, Prof Ijuka Kabumba, in 1974 (8 years before I was born!)

Visited the Uganda National Records and Archives this morning.
An Archives Officer said I needed some kind of introduction letter. This procedure could only be waived by the Commissioner!
He went to speak to the Commissioner who apparently advised that I write to the PS!

Everyday, we are reminded who the essential workers in Uganda are.
It’s the doctors, nurses, boda boda riders, farmers, market people, police officers, cleaners and others.
Lawyers, accountants etc not so much 🤷♂️
In the post-Covid Uganda, may we remember this, and be humble.
Exciting news from Mulago Hospital today! 4 patients have fully recovered and tested negative twice for COVID-19 and have been discharged.
Thank you our health workers. You are my heroes every day. Keep up the spirit.

Unfortunately, the language seems to be centered around ‘markets’, ‘trade’, ‘billions’, ‘purchasing power’, ‘business’, ‘investment’ etc
Less about ‘rights’, ‘governance’, ‘democracy’ etc

We are deeply troubled by the death of George Floyd in Minneapolis. Authorities have fired the officers involved and are conducting a full investigation. Government officials should not operate with impunity in any country.
This is a country in a deep crisis of logic, basic decency and common sense.
