Important, nuanced post . We need more "just because you don't like something doesn't mean it isn't true" in energy policy.
Just because you don’t like something doesn’t mean it isn’t true. I'm not pro-coal, and in addition to the climate and health externalities, by some metrics it’s pretty inefficient. But it offers two big advantages for resilience, especially in the national security context:.

No. reducing developers options would not speed IX as @aniruddh_mohan implies here. Would simply create a lottery based system were devs resubmit proj each queue cycle just as phase 1 studies are now.

This is a myth that keeps getting repeated that interconnection studies are taking years, as if RTO/ISO staff are slacking and/or biased against new resources. Interconnection studies are fast. The reason interconnection itself takes years is because of cost allocation.
Now do this everywhere. 90 day interconnection studies. We should NOT accept anything longer. Interconnection should take weeks or months, not YEARS! The status quo is an unjust, unreasonable, anti-competitive barrier to entry.

SPP adopting a large load interconnection process (HILLGA) that treats load + colocated generation together in planning. Interconnection in 90 days!. Faster study process than ERCOT PUNs as resources not studied w/o each other, relaxes stringency of N-1 scenarios and therefore.

IMO this story merits attention. GBE is a bellwether for difficulty of building interregional transmission to connect distant resources to load centers. The idea was to bring cheap wind from Kansas to load in IL & MO. Easy on paper. But it's been 15y and no construction yet
