Fascinating and important. The Victorians did some rubbish (Empire. Thanks again @Sathnam ) but they really nailed public works - public transport, public health, public libraries, and public toilets. We’ve let things slide.

Absolutely! The "public sector duty regarding socioeconomic inequalities" contained in the Equality Act, could create a solid legal basis for monitorning fairness within the health system. Why was it never enacted?
