I think that Howe & Lee are to Tolkien as Frazetta is to Robert E Howard - the perfect lens to distill the subject matter into visual life. But I do think that pre-PJ Tolkien art had some brilliant creators in the mix (particularly Angus McBride); often beautiful & strange.
Pre-Peter Jackson Tolkien art is like a lost world trapped in amber, a foreign country to which none can return. Now everything is John Howe and Alan Lee filtered through Weta Workshop.

There’s something incredibly satisfying about drawing a map by hand. Yeah, it needs some digital cleanup & error-fixing, but I’m pretty happy with it.

I suspect that another factor was simply that the elderly executives at the time were more familiar with pulp adventure heroes than they were with superheroes.
It's hard to believe in our post-MCU world, but lots of people looked at the success of 1989's Batman and didn't immediately think "More Cape Comic Superheros" They though "More retro aesthetic adventure heroes with iconic designs and colorful villains"
