@Georg_Pazderski Hier werden zwei verschiedene Zahlen verglichen. Die 12% beziehen sich auf "funktionale Analphabeten", die formal lesen und schreiben können, aber nicht komplexe Texte. Dieser Wert war im Kaiserreich deutlich höher. 10-15% sind in Industriestaaten normal.
