Every single library, framework, etc has to be cleared, tested, and few commercial package managers or other kinds of dev tools are available

FYI @AngelicaOung @teortaxesTex I know some of the contractors working on the F-16V code for Taiwan. Much of the bottleneck relates to having to graft capes like sensor fusion, the AN/APG-83's tricks, etc onto a F-16 codebase written in a mix of C++, Ada, and Jovial
