But those responsible for change appear lame about how they treat the guilty staff and just too tame about proactive radical action. Shame on them all.

Beware the fake leader. Those who smile 😀 whilst stabbing colleagues in the back. They always make sure their behinds are covered & their hands are clean but take zero responsibility. They aren’t leaders & should be avoided. They are the reason good people leave organisations 😞
