The changes were for a handful of specifically obscene moves. Typical Tekken patches have 5-15 changes per character for almost every character in the game.

Yes I loved how his gadget made him an assassin who literally doesn't work without a specific gadget and starpower and was so bad by himself that he would only get picked specifically because of the overpowered gadget.
That was healthy for the brawler

Let's first highlight the main issue here: Surge barely functions without his SP2, Served Ice Cold (SIC)
It's essentially a permanent 36% speed buff after your first super, and since brawlers are balanced around being maxed, Surge without SIC struggles

Another problem for Surge is To The Max (TTM). It's concept is very flawed, being OP if it splits in the air and useless if it doesn't.
You can't set it to a timer either since unlike other timer SPs, a mid-air split completely changes how the brawler gets played.

The fact that securing the first bolt ultimately always came down to spawn locations was not fun.
The poor balancing meant that a team could have control for 90% of the match, but still lose because they lost the final siege by 1 bolt.
