Yes, Glenn. Russian troops annexed Crimea in 2014. Then Russian regular units participated in the battle of Ilovaysk in 2014 and then the battle of Debaltseve in 2015. The Obama admin had a policy of sending non-lethal military aid which ended under Trump.
