It's definitely "capable" of doing this. I don't think that's the issue. The question is whether it wants or intends to minimize harm to innocents and all available evidence suggests that it simply doesn't care to do so.

NOBODY TRIED TO DO NATION-BUILDING! The Bush 41 doctrine was expelling Iraq out of someone else’s country. After 9/11, how do you expel a regime from its own country without ending up with regime change? This is really stupid and shallow.
Most of the problem with the response to 9/11 was thinking we could nation-build in these countries. The experience was a vindication of the Bush 41 doctrine of winning quickly & getting out. Whatever cleanup we would have had to do later would have been easier than what we did.
