This is one of the easiest red tape inconveniences to fix. The protector stamp is basically (State Life) insurnace. Any worker going abroad should be able to get this insurance online with a few clicks. They should own up and fix this—without deceiving workers.

Pak embassies are relaying false information about the protector stamp for oversees workers. The govt hasn’t introduced an online stamp. You can fill out an online form but still need to appear at a local office to get your passport stamped. \1 https://t.co/93F3Bt1HrV

But therein lies the rub—our govt just doesn’t have the institutional capacity/resources to deal with pollution, even when it knows what to do. We’re in this for the long haul—poor air quality will persist for years (if not decades). In for a massive generational health shock.

Elites haven’t been up in arms over education/health because they’ve had access to private options. But air quality is a different type of public good (non-rival/non-excludable)—where private options (for those who can pay) don’t exist. You need regulation & govt to step in. \2

Consider how air pollution is hitting the Pakistani elite hard vis-a-vis the “public good provision problem.” For many other (semi) public goods such as education & health, they’ve harnessed private solutions. But with clean air, they can’t just go & procure it in markets. \1
