From an analysis of 100 convicted terrorists, Holbrook finds that ideology is “indispensable in understanding terrorists. why they fight, what they hope to achieve and what is permissible in their struggle.” . The report can be read in full here:

Any attempt to defeat extremism in this country – wherever it emerges and whatever its guiding ideology – has to involve proactively and decisively disrupting the activities of groups that create a permissive environment for violent acts.

Groups that operate below the terrorism threshold still have the capacity to do serious harm to our country. They seek to transform disparate concerns and local movements into something altogether more menacing. No community should live in fear of abusive and violent protests.

There is clearly a spontaneous and opportunistic character to the disgraceful rioting and looting we have seen across the UK in recent days. However, we must also not ignore emerging evidence of a more organised element.
