The more I listen to this judge, the more I think he's not helping his case of trying not to appear as an activist judge (and I say that as someone who on the whole rejects the idea you should think a ruling is unsound just because it is made by an activist - we are all activists.

Not sure this appeal ruling on the Epping Bell Hotel is going to hold. The appeal judges' argument appears to be "Yes, the planning objection has merit in and of itself (the building is being used for something it isn't zoned for), but the original ruling fails to engage with.
