This seems to confirm the USG leak that @PeterMartin_PCM of @Bloomberg got that there were major issues of corruption with the building of the nuclear missile force.

DoD just released its China military power report. It included, for the first time, a "special topic" on recent corruption in the PLA, with some interesting tidbits. For example: 1) the removals "may have disrupted" PLA progress toward their 2027 military modernization goal;

This is important confirmation from @DeptofDefense that most of the removals within the PLARF were indeed due to fraud and mismanagement of funds related to silo construction, as this Bloomberg article suggested in Jan. 2024.
