In the recent Draft Regulatory Impact Analysis, @EPA reiterates that all refiners recover #RFS compliance costs. Even in a hypothetical worst-case, costs would be <1% of sales— and is consistent with CBI information in SRE petitions. Seems like a high bar for granting exemptions.
