Another way of asking: If we started anew, would we create a system in which most urban principals can't hire & fire? Control less than 1% of their budgets? Can't change the school day or year schedule? And can only fiddle with the curriculum on the margins? Of course not!.
If we were to create an education system from scratch that meets the needs of today's world, would we re-create a command-and-control structure like the traditional American school district?. Of course not. We would create something that is dynamic, customizable, & accountable.

30 years ago I said if teachers unions succeed in bottling up reforms like charter schools and merit pay, the public will eventually opt for vouchers. It's happening, and now any semblance of equal opportunity will be lost w/ universal vouchers parents can add $ to in 15 states.
