Our friend @SmartGrowthCEO puts it clearly: #opportunityzones is a market incentive, local leaders who want to attract oz capital need to understand market realities. We'll add an idea: Investors are looking at 5, 7, 10 yr ROI. Cities should plan/speak to those milestones.

There's good reason to think that #opportunityzones will grow in importance to overall #economicdevelopment in some of the nation's most under-invested communities. New regs requiring basic recording will also help expose the good that can come from well-intentioned projects.
Right? Imagine! An incentive for wealthy Americans to invest in those with less (access, capital, resources). Add a few regs to "ensure projects create social benefits... & req public disclosure”, and I'd say you've got something. @OppSites
