Furthermore i’m unsure about harms—most adults don’t seem to regret adult content they saw as children. I think in general we are more censorious than we can back up with cost/benefit.

In general allowing adults to access adult content seems good.
We made ChatGPT pretty restrictive to make sure we were being careful with mental health issues. We realize this made it less useful/enjoyable to many users who had no mental health problems, but given the seriousness of the issue we wanted to get this right. Now that we have

This is the scale of data centres required to train frontier AI models. You cannot do this in secret. Any international treaty would be easily verifiable!
