Pathetic performative cowardice. I mean, it's not even a workable lie. A better one would be to pretend it's only the suburbs which are inhabitable, while the centre is lawless. Which obviously wouldn't be true, either, but at least has some remote connection to the actual areas

London used to be the best city in the world. I loved living and working there. Genuinely loved it. The whole world wanted to be in London. Now? It is a dump. Outside a few select posh areas right in the middle of the city, it increasingly resembles the third world. It

This will make community leaders uncomfortable, and should, too. Recall that @freedland was early to raise the alarm about Corbyn's hinterland (and was accused of "subliminal nastiness" as a result). The massive disparity in response is flatly indefensible.
