Take Louisiana. @doelouisiana uses a three-tier system to vet curricula, with 'Teacher Leader Advisors' evaluating materials and leading training programs. It's paying off, as LA fourth graders were top five in the nation for math growth on the 2024 NAEP.

When states require districts to select HQIM and provide training on how to best implement it, they're giving teachers the best tools to help students build conceptual understanding, procedural fluency, and real-world application skills.

But even the most prepared elementary teacher will struggle to help kids learn math once they reach the classroom if they don’t have access to high-quality instructional materials (HQIM) and ongoing support.

States can counteract this by setting detailed content standards for prep programs, reviewing programs to ensure they follow the standards, and requiring aspiring teachers to pass a strong licensure test, which signals their readiness to teach students effectively.

Just because you passed fourth-grade math doesn’t mean you can teach kids how to do it. Teachers need a deep understanding of why math works, not just the right steps to take. Unfortunately, most teacher prep programs don’t spend enough time on math content.
