The sector does feel under threat from upcoming changes to SEND policy - we expect Government to make it harder for children to get access to specialist placements - but VAT is not a big issue for LA-funded independent special school places.

The idea that independent special school placements are exempt from VAT persists! VAT has been levied since last year - but LAs can reclaim it, so it is cost neutral to them.

Too many with SEND are being failed, esp those who require specialist placements that are increasingly hard to access. Each year without action means more children missing out on the right support. The human cost of delay is growing and it's unacceptable. 5/5.
