Maybe "preferred nationality" should be more common in citizenship by naturalization cases. Doesn't make sense that everybody waits the same amount of time to naturalization. For countries that speak the same language, there should be accelerated citizenship.

The entitlement in the 2nd passport space is wild. "how do i get citizenship in Costa Rica with no legal residency, no physical presence, no knowledge of Spanish". What you're looking for is CBI and it starts at $90k for Sao Tomé and then ~$150k for Vanuatu or Nauru.
