In trade agreements not all firm use the available tariff preferences. For the UK on average across products only about 60% of imports arrived under the preferential regime. Other firms trade under the MFN regime. Then there must be a cost of using tariff preferences.

Happy to see this paper out. I looked into foreign investment in the UK after the Brexit referendum. The possibility of a no deal exit reduced entry of foreign manufacturers in the UK, and some moved investment in Europe instead of Britain https://t.co/1GTixWOQzx
