This is because it allows smart contract UPGRADES based on a Capability, which is also generally misunderstood.
I you can understand Capabilities, Governance is the next step.

In $ETH, when I send a transaction, I cannot attach any permissions to that transaction. The smart contract, and any other code it runs, is free to do anything with my signature: Transfer my funds, NFTs, etc.
