A word on naloxone if I may.
It has been the case for many years that over half the no. of people who die from an overdose in Scotland are with others at the time of their death. Hence the importance of wide spread availability of naloxone to people most likely to be there.

Questioning naloxone as a moral hazard. Questioning ‘what else’ naloxone does (ie leading to reduced drug use etc).
When will we accept that naloxone is an emergency medicine that stops people from dying?
I don’t see other emergency treatments under such constant scrutiny.
I've been involved with naloxone supply since 2006 and have had to deal with BS concerns about how supplying it will lead increased use/more overdoses every bloody year since. It hasn't, it doesn't and it won't. What it will do is save lives.

Until there is a complete overhaul of the outdated UK Misuse of Drugs Act, Scotland needs to maximise opportunities to do everything we can to reduce harms. Today’s announcement is a good start.
NEW: anyone caught in possession of Class A drugs (for personal use) could now receive a recorded police warning instead of facing automatic prosecution. The Lord Advocate Dorothy Bain QC has said this is not decriminalisation, but it’s as close as we’ve seen in the UK.
