TradingView is the best. I rarely use my broker charting tool as I have my own custom pinescript indicator to take positional views, backtesting strategies and much more. The free version itself is so useful for a beginner ,so paid versions are for advanced analysis.

An instrument can remain above 70 (which as per you is extreme overbought) for a long time and keep going higher and vice versa for below 30. These are just default levels for the indicator provided by each charting terminal.
