Breaking: Somaliland links the Borama unrest to interference from Somalia

The situation continues to be highly sensitive, with deep community grievances and political tensions still visible on the ground. Dialogue and de-escalation are urgently needed to prevent further instability.

President Abdirahman Cirro addressed the nation, stating that the government “accepts responsibility” for the incident but emphasized that the Gadabuursi community’s rejection of the “Xeer Ciise” remains unresolved.

Gadabuursi traditional leaders declared they would not accept the ceremony under any circumstances, while the government insisted that security and order remain under its control.

The demonstrations escalated into violence, leading to the tragic deaths of more than 15 people and injuries to over 60 others, marking one of the deadliest incidents in the region in recent years.

After three months, the government reversed course and stated that the “Xeer Ciise” ceremony would proceed, triggering widespread public protests across the region.

The Somaliland government intervened and first announced a suspension of the ceremony, a move that angered Ciise traditional leaders, who viewed it as political interference.

Traditional leaders from the Gadabuursi community strongly opposed the event, arguing over territorial claims; specifically whether Saylac is Ciise land or Gadabuursi land. The dispute persisted for nearly three months.
