Here's how AstraZeneca uptake varies from a per capita share in each state and territory. NSW has the strongest AZ uptake in the country, the ACT is just behind, and Victoria is also using more than its population share. Remember there's no major supply issue with AZ.

Conventions are the flexible glue that holds government together. But once governments start ignoring them, the next best world is to legislate and enforce them. My oped @TheMandarinAU:

Conventions no longer guide political behaviour. They need to be replaced by black-letter law. Such laws will only work if they are enforced.
