It took some experimentation and a few iterations for us to settle on the best solution for @NxDevTools. Special thanks to @AlanAgius4 who did the @angular cli implementation and helped me a lot. I got lots of feedback from others at @nrwl_io as well. Thank you everyone!.

I like the addition of solution style tsconfigs. But they are new and thus, there might be things that were overlooked or weren't considered. I hope @typescript continues to improve them and they are re-introduced to the @angular cli when they are ready to!.
