The memo @USDA released today is plainly false: the USDA's own Contingency plan (now deleted...) makes clear the #SNAP contingency fund CAN be used for benefits @USDA needs to uphold #SNAP's federal entitlement & direct states to issue full November benefits ASAP! #SNAPmatters
