Indeed the AC is working differently and the political level contact is reduced. But there is still progress being made. A lot of the AC work is now happening at lower levels. Like this report on #Arctic #shipping

This is not a new position on the need for Russia's interests to be served for Arctic cooperation to continue. Close to what was said at the press conference in May 2023 at the end of Russia's Arctic Council chairmanship (in which other Arctic states paused their cooperation)
