Clean energy projects deserve the same predictable and stable laws and rules that other investors and investments deserve.

It's one thing to change rules going forward with fair notice; it's entirely another to sandbag a billion $ of steel in the ground with retroactive changes after the projects are built and financed.

This proposed LD 1777 sends a signal that Maine has unreliable laws and rules - that no investor should do business in Maine out of fear of retroactive legislation to take away the benefits of why Maine businesses are asked to stay here and set up shop here.

Here's a bit more: these retroactive changes and new charges on NEB solar projects will reduce returns to just above or just below zero on the billion $ plus these Maine and other investors brought into Maine playing by the rules the Legislature and PUC set up in 2019 to 2021.
