They're trying to go the foreign legion/foederati route to fixing their manpower problem. Also they apparently have not read the up on either the fall of the Roman Empire or the Spanish Civil War; both of which would show this being a bad idea in the long run for them.
Senator Dick Durbin wants to make it possible for illegal immigrants to join the US military: "Do you know what the recruiting numbers are at the Army, the Navy, and the Air Force? They can't reach their quotas each month. They can't find enough people to join."

What happened in the Spanish Civil War? Are you referring to the International Brigades/35,000 foreigners who volunteered? Or did something happen before the war that I don't know about?

One of the main forces in Francisco Franco's Army of Africa was the Spanish Legion, Spain's counterpart to the French Foreign Legion. It was one of the first units to join the Nationalists against the Republicans and played a key role in many of Franco's victories.

Murica doesnโt stand for anything. Which is why it relies on mercenaries & contractors presently.
Until that is fixed; it will never have quality men to call upon in the nationโs darkest hour (Hint: very near!)

We know from Roman primary sources that Germanics were likely eugenically and morally (in some ways) superior to late Romans, on a per capita basis... they also had a severe warrior culture based on personal loyalty. Which is perhaps why it worked in the short-term...

As someone who had family members who were Scots mercenaries who fought on both sides of the US Civil War (and later settled here), I would say this is always a part of our armed forces.

They donโt care. Like everything else, theyโre only concerned with short-term political gain. Also like everything else, he likely knows heโs old enough that he wonโt have to see the ultimate end result. Someone else will have to deal with that.

If the State cannot provide a proper reason to die for it, in benefits or honor or at least competency enough to not slaughter entire towns of recruits, then the people will fight for other things that do: themselves and a new State.
