Because back then, Capcom had balls and weren't afraid to give their Resident Evil characters special costumes after beating the game. And they especially didn't give a shit about pussies crying over fictional characters.
Absolute insanity that in 2009 you could put your only African main character in this costume in a game set in Africa and everyone on that dev team nodded their head and said "this will age great"
