This line was also in the first round of emails sent to HHS employees -- it remains one of the few known cyber-related advisories within the larger DOGE process.
HHS sent a note this morning saying employees “are expected” to respond to the 5 things email + included a line to assume malign foreign actors would read it. An hour later it sent another note saying employees “are required” to respond + removed the malign foreign actors line.

So much of national security reporting - regardless of the political party in power- boils down to this realizations that it’s almost always the dumber explanation at play.
Much scarier than the admin inadvertently adding a journalist to this Signal thread is how many prominent accounts on this website have convinced themselves they did it on purpose, that the story is no big deal, or that Goldberg is somehow the bad guy.
