Let’s say you own a piece of of property that you rent out that has been handed down in your family for generations. The family initially got the property under “questionable” circumstances. Should you, as current owner, be liable for what happened several decades/centuries ago?

Rare earth metals are not rare. Plenty of sources around the world. The refineries and smelters that process raw ore 95% in China. Even if rare earths are mined in USA, it all needs to be shipped to China. Good luck trying to build a smelter in the USA or Europe these days.
