The blanket assumption that only those too poor to afford them would steal such items shows you clearly don't have much in the way of life experience nor have you known many poor people.

shop does not bother selling these items.. or just closes.
majority of people , who may be equally as 'poor' - but would never steal - lose out.
shops are not 'charities'
