Is there any SLA for services provided against payment of ticket fare premiums. If I am charged 1000 rupees as dynamic booking charges, how come railways is not liable to ensure that I reach by their assured time?

The Supreme Court has commuted the death sentence of Firoz who brutally raped & murdered a four year old, saying 'Every sinner has a future'. This when the same Supreme court continues to award death to tens of rapists citing heinous nature of the crime. How was this not heinous?
