There is a viable solution to this problem that continues the mission of providing healthcare access to pregnant women: Eliminate the ban on post-1996 immigrants on accessing Texas Medicaid.

This policy is totally antithetical to the bipartisan push to expand postpartum Medicaid coverage in the last legislative cycle. Numerous studies have shown that healthcare/Medicaid access can improve outcomes.

That means pregnant women who arrived after 1996 are excluded from Medicaid until they become citizens, a process that can take decades! This puts mothers and babies at risk in a state that already has one of the highest maternal mortality rates in the nation.

In fact, Texas is one of 6 states that doesn't allow immigrants who arrived after 1996 to access Medicaid AT ALL, regardless of status.

As is stands now, Texas has among the most stringent Medicaid eligibility criteria in the country. But those criteria ease up for pregnant women. However, Texas is one of 15 states that hasn't circumvented the 5 year waiting period for pregnant women trying to access Medicaid.

Our immigrant neighbors are unlikely to be helped by Medicaid expansion much at all. In general, legal immigrants must wait 5 years before being able to access federal benefits. This includes Medicaid (and other welfare programs like SNAP).

Texas has the highest percentage of uninsured in the nation; yet unsurprisingly, Medicaid Expansion is unlikely to be taken up this legislative session. But Medicaid Expansion isn't an end all be all solution for all Texans.
