When I joined the police, minor assaults between idiots who should have known better were recorded, but no further action was taken. Instead, parties were referred to their civil remedy- i.e. if you want someone to go to court for this trivial drivel, sue them yourself.

Regarding the forthcoming test of the UK national Emergency Alert system:.
For years we have been far behind other countries with decent alerts system and we as planners have been trying to roll out something effective for about 15 years. I do want the country to be able to get good advice in a major incident and we need to know the system works.
